Scope and content The bulk of constituent correspondence consists of letters from Pitt County residents and reflects local interests, such as the removal of the Wahl-Coates School from East Carolina University, community colleges, teacher salaries, desegregation of Pitt County schools, development of Pitt County towns, annexing municipalities, utilities, and drainage districts. Materials concerning Rountree's General Assembly committees include reports, minutes, bill drafts, and correspondence, with the major committee represented being the Appropriations Committee. Subcommittee materials are included, as is a request by Leo Jenkins for funding of East Carolina University's Regional Development Institute. Committee on Higher Education material includes a proposal to bring Wesleyan College into the University of North Carolina system and move the Medical School from East Carolina University to Wesleyan, as well as Board of Governors minutes and correspondence with President William Friday. Other committees represented include the Congressional Redistricting Committee; the Commission on Sentencing, Criminal Punishment, and Rehabilitation; and the Courts Commission. Also contains reports and bill drafts concerning the ABC law. Also includes letters from Luther H. Hodges, Robert W. Scott, and Walter B. Jones, as well as reports on gambling, taxation, retirement, utilities, transportation, and the Equal Rights Amendment.

Biographical noteHerbert Horton Rountree (1921-1998), a native of Farmville, N.C., graduated from the University of North Carolina. He was commissioner of Farmville, N.C., and assistant attorney general for North Carolina. During his service in the North Carolina General Assembly (1967-1980), he was Speaker Pro Tempore of the House and a member of the Advisory Budget Committee; Joint Committee on Government Operation; Legislative Services Committee; House Committee on Congressional Redistricting; House Committee on Appropriations - Base Budget; Committee on Sentencing, Criminal Punishment, and Rehabilitation; and the Health Manpower Study Committee. Rountree later served as a district judge in North Carolina.
